Hun Sen used the dispute with Thailand to divert local people's attention away from his failure to handle a territorial loss to Vietnam, he said.

Sam Rainsy's parliamentary immunity was revoked this week after he was accused of uprooting boundary markers along the country's eastern border with Vietnam.

Hun Sen only paid a lot of attention to the possibility of Cambodia losing territory to Thailand but he neglected to say this danger had already materialised on a large scale on the eastern border with Vietnam, said Rainsy who leads the Sam Rainsy Party.
Cambodian opposition leader Sam Rainsy accused Prime Minister Hun Sen yesterday of playing a dangerous game by drawing their country into a conflict with Thailand.
Thailand had only recently started to unfairly challenge the status of a piece of Cambodian territory surrounding Preah Vihear temple, while Vietnam had grabbed thousands of square kilometres of land in many provinces over the last 30 years, he said.

The opposition leader, who is in Europe now, said in an open letter to the Cambodian people that Hun Sen was using a classic tactic to divert attention from Vietnam by exacerbating tensions and drawing unpre-cedented attention its western neighbour, Thailand.

Cambodia and Thailand have been at loggerheads over Preah Vihear for more than a year. The conflict was fuelled by Hun Sen appointing former Thai PM Thaksin Shinawatra as his adviser, which prompted retaliatory moves over the past two weeks. Both countries have downgraded diplomatic relations with each other.

Rainsy said Hun Sen opted to do this to secure his power and to save Vietnamese interests in Cambodia. Vietnam ousted the Khmer Rouge from the power in 1979 and installed a regime that Hun Sen was part of, which held power till 1989.

"From a historical and geopolitical perspective Thailand is Vietnam's main rival in mainland Indochina. Therefore, weakening Thailand is in the long term interest of her rival," Rainsy said.

"To weaken Thailand, nothing is more effective than fanning the flames of internal divisions among the Thai people and supporting one fighting group against the other," he said in the letter.

The opposition leader urged Hun Sen's government to remain neutral over internal disputes in other countries.

Any spill over from the current tension or unrest in Thailand could be very detrimental to Cambodia, he said.

Hun Sen's miscalculation was like throwing oil on fire in a neighbouring country and was likely at the least to burn his fingers, and at worse, could set Cambodia ablaze, as past experiences showed when "we unnecessarily and unwisely took sides in our neighbours' internal disputes", he said.

Re: The Arab Spring, International Legal Order, and their Implications for the Kingdom of Wonder

Prime Minister,

May I humbly submit a few observations, which upon careful reflection are to your advantage, which you may have overlooked—amid your busyness of controlling the national courts against Sam Rainsy and the Khmer Rouge Tribunal for the protection of your legacy and those of other Khmer Rouge leaders within your Cabinet; waging the territorial Hot War with the thieving Thais and negotiating the territorial Cold War politics with your patron the Viets, stifling the internal discord of certain errant CPP members like that Interior Minister and his cohorts via the Anti-Corruption Unit led by your able and willing foot soldier Om Yentieng? Or, these world developments are kept away from you by your platoon of advisers too obsequious or fearful of you to say the obvious. Yes, you have been busy; and it’s widely acknowledged that your useless advisers need to be fired but you need them as a front as they need you as their protector when they drive drunk on the busy roads and hit begging children or rape under-aged girls; the adviser card is a useful pass.

We democrats are elated by the Arab Spring which is blossoming across not only the Arab world but the entire world. This rite of spring must keep you and your CPP comrades up even later than the usual nights of karaoke and carousing at the likes of Hotel Champs Elysee and the Naga Casino. And your friends in the region, they too must be quivering in the quake of the people uprising, except maybe for the delusional junta military leaders. Have you talked to them lately?

Here are my observations, pro bono (I am told it’s Latin—without charge):

1. The Arab Spring will (not if) hit Cambodia; so don’t be caught with the wind knocked out of you (all puns intended). It’s only a matter of time. You are already on the wrong side of history; at least act to preserve a better legacy for your children, especially Manet, who by all intents and purposes is a really decent fellow, unlike his unruly, wild, murderous cousins.

2. The more repressive the environment, the more you are pushing us democrats to react. You know we are not the silent type; actually we gain energy from your repression. It’s a weird paradox, I know. Moreover, we are more creative than you, especially and even in light of the greatly disproportionate resources to your favor. We have something more strong and durable and persisting and that’s JUSTICE. You mock it by disusing its name; we claim and feel it because Justice sides with the oppressed.

3. Some hard-headed, irredeemable Arab dictators tried to stem the tide of freedom and justice through violent crackdowns. Even if we do not know the details of the ending of the Libyan uprising, we know the ending; in particular, you and I already know the fate of Qaddafi. It’s impressive how intuitive the Western leaders are this time around in responding with resolute determinism against Qaddafi’s brutality against his own people. Did you read the words of the UN Resolution passed on March 17? “Deploring”, “condemning”, “expressing its determination”, “demands” (countless “demands”), “authorizes”, “decides” etc. These are not wishy-washy words; the international community means business!

4. The role of the social media can be stemmed for a brief period of time, but cannot be stopped and any efforts to crackdown will only provide further fuels and keep the agitation alive. Dictators like you are in a pickle, to use an American phrase (it’s a stupid phrase, I know, but the point is that you’re caught between a rock and a hard place) and the only choice is reform or go down in flame in greater infamy – forever enshrined in the websites and twitters and books written by the likes of us. Everything now will live in cyberspace eternity and can be culled and re-culled with the click of a finger. Case in point: Easter Sunday Massacre of 1997 (see video).

5. Role of international law. When you sent your personal guards to protect the murderers in March 1997, the International Criminal Court had not come into existence; you’re lucky by a few years, as the ICC cannot try mass crimes retroactively. But now, whatever you do, first the international human rights policy makers and activists are more likely to crack down in order to protect the momentum of the Arab Spring; and second, international law is growing by leaps and bounds in comparison to your Cold War days; there are enough laws in the books now to try many dictators; it’s only an issue of who are the policymakers, the populous wind for change and the legal jurists charged with the power.

មេដឹកនាំគណបក្សជំទាស់ដ៏ធំជាងគេក្នុងប្រទេសកម្ពុជាគឺលោក សម រង្ស៊ី កំពុងនិរទេសខ្លួននៅក្រៅប្រទេសត្រូវសភាបញ្ចប់បុព្វសិទ្ធិសមាជិក សភាដែលប្រជាពលរដ្ឋបានបោះឆ្នោតជូនលោក ក្រោយដែលតុលាការកំពូលកាលពីដើមខែ មិនា បានកាត់ទោសលោកកំបាំងមុខឲ្យជាប់គុក ២ឆ្នាំបន្ថែមពីលើទោស ១០ ឆ្នាំដែលតុលាការក្រុងបានកាត់ទោសលោកទាក់ទងនឹងរឿងដកបង្គោល ព្រំដែន និងផ្សព្វផ្សាយឯកសារក្លែងក្លាយ។ អ្នកវិភាគនៅក្នុងប្រទេសកម្ពុជាបង្ហាញពីក្តីបារម្ភអំពីការអនុវត្ត ប្រជាធិបតេយ្យ និងរបបសេរីនិយម ពហុបក្ស លាយឡំ ជាមួយនឹងការរំពឹងទុកថានឹងមានដំណោះស្រាយផ្នែកនយោបាយដើម្បី បញ្ចប់រឿងរ៉ាវក្តីក្តាំនេះ។

លោកស្រី ជា វណ្ណាតអ្នកវិភាគឯករាជ្យនិងជាអតីតនាយិកាមជ្ឈមណ្ឌលអភិវឌ្ឍសង្គម បានអះអាងដោយក្តីសង្ឃឹមថាដំណោះស្រាយនយោបាយ និងត្រូវកើតមាននៅ ក្នុងលក្ខខណ្ឌនៃវិធីយ៉ាងម៉េចដែលត្រូវដោះស្រាយ និងលក្ខខណ្ឌនៃ ពេលវេលាផងដែរ។

«ហើយខ្ញុំយល់ឃើញថា បញ្ហាមានមកដោះស្រាយមានហើយ គ្រាន់តែថាតើរកដំណោះស្រាយឲ្យត្រូវទៅតាមចំណង់ចំណូលចិត្តគូភាគី ទាំងសងខាងហ្នឹងរបៀបយ៉ាងណា ហើយនៅពេលណា?»។

លោកស្រីបានបន្ថែមជាមួយនឹងការលើកយកឧទាហរណ៍ មួយនៃដំណោះស្រាយផ្នែកនយោបាយនេះគឺពឹងផ្អែកលើសម្បទានផ្នែកនយោបាយ ទៅវិញទៅមករវាងគណបក្សជំទាស់និងគណបក្សកាន់អំណាច។

«ឧទាហរណ៍មានតែការធ្វើសម្បទានគ្នាទៅវិញទៅមកទៅ ដាក់លក្ខខណ្ឌទៅ លក្ខខណ្ឌអញ្ចេះៗ បើថាចង់រួបរួមគ្នាមកវិញ។ ហើយទទួលយក បានទេលក្ខខណ្ឌហ្នឹង តើទទួលយក បានទេលក្ខខណ្ឌហ្នឹង។ បើទទួលយកបាន ហ្នឹងក៏ជានានឹងគ្នាវិញទៅ ហើយបើទទួលយកមិនបានទេ ក៏បន្តបញ្ហារបៀបអញ្ចឹងតទៅមុខទៀតទៅ»។

លោក ញ៉ឹក ប៊ុនឆៃ អគ្គលេខាធិការគណបក្សហ្វ៊ុនស៊ីនប៉ិចបានយល់ស្របដែរ ថាដំណោះស្រាយនយោបាយជាជម្រើសសម្រាប់លោក សម រង្ស៊ីដូចករណីពីមុន ដែរ ក្រោយពីដំណើរការផ្លូវច្បាប់បានបញ្ចប់នោះ។

«ពីលើកមុនគាត់ធ្លាប់មានហើយតើ មានការសុំទោសស្អីៗអញ្ចឹងទៅ គាត់ធ្លាប់មានបញ្ហានោះម្តងហើយ មានការសម្របសម្រួលទៅ គាត់អាចត្រឡប់មកធ្វើ ការងារបានវិញ»។

លោក សម រង្ស៉ីធ្លាប់បានបញ្ជាក់ថាលោកមិនសុំទោសទេ ព្រោះលោកគ្រាន់តែ បំពេញតួនាទីជាអ្នកតំណាងរាស្ត្រ។ តែលោកអះអាងថាលោកនឹងខិតខំរកដំណោះស្រាយផ្នែកនយោបាយទាំងថ្នាក់ ជាតិនិងអន្តរជាតិព្រោះលោក សម រង្ស៊ី បានសង្កត់ធ្ងន់ថាអ្វីដែលលោកបានធ្វើទាក់ទងនឹងការដកបង្គោល ព្រំដែនកាលពីឆ្នាំ ២០០៩នៅខេត្តស្វាយរៀងជាប់ព្រំដែនវៀតណាមគឺ ក្រោយពេលប្រជាពលរដ្ឋខ្មែរដែលខ្លាចបាត់បង់កម្មសិទ្ធ មកប្តឹងរូបលោកជាអ្នកតំណាងរាស្ត្រ ពីការដែលឃើញតម្រុយបង្គោលពំ្រដែន បោះចូលដល់ដីស្រែរបស់ពួកគាត់។

«រឿងដែលខ្ញុំបានចូលរួមនេះគឺជារឿងជាតិ គឺជាទឹកដីរបស់ប្រជារាស្ត្រខ្មែរ គឺជា ទឹកដីរបស់ប្រទេសកម្ពុជា ខ្ញុំចេញមុខការពារផលប្រយោជន៍ជាតិដូច្នេះរឿងជាតិ គឺជារឿងនយោបាយ ដើម្បីរកដំណោះស្រាយនយោបាយទាល់តែមានការស្រុះ ស្រួលគ្នាមិនត្រឹមតែថ្នាក់ជាតិទេ ថ្នាក់អន្តរជាតិថែមទៀតពីព្រោះរឿងនេះគឺវាប៉ះពាល់ប្រទេសជិតខាង មានប្រទេសវៀត ណាម គាត់ បានបង្ខិតព្រំដែន ចូលមកប្រទេសកម្ពុជា ខ្ញុំបានចេញមុខប្រឆាំងយួនឈ្លានពាន»។

ប្រទេសវៀត ណាមធ្លាប់បដិសេធថាមិនបានបង្ខិតព្រំដែននិងឈ្លានពានទឹកដី កម្ពុជាទេដោយបានអះអាងថាគណៈកម្មាធិការព្រំដែននៃប្រទេសទាំងពីរ កំពុងធ្វើកិច្ចការវាស់វែង។ មន្ត្រីវៀតណាមធ្លាប់បានរិះគន់លោក សម រង្ស៉ី ថានិយាយមួលបង្កាច់។

លោក ជៀម យាប អ្នកតំណាងរាស្ត្រគណបក្សប្រជាជនកម្ពុជាជាគណបក្សគ្រប់គ្រងប្រទេសបាន អះអាងថា លោកមិនដឹងពីការណ៍ដែលត្រូវដោះស្រាយរឿង ករណីលោក សម រង្ស៉ីនេះតាមរយៈនយោបាយឬយ៉ាងណាទេ ព្រោះលោកថ្លែងថាការដកបង្គោលព្រំដែន ការផ្សព្វផ្សាយឯកសារព្រំដែនមិនមែនជារឿងនយោបាយទេ។ លោកធ្លាប់អះអាងថាការសម្របសម្រួលផ្នែកនយោបាយ ធ្វើទៅបានគឺអាស្រ័យលើលោក សម រង្ស៉ីខ្លួនលោកក្នុងការធ្វើទំនាក់ទំនង ជាមួយនិងលោក នាយករដ្ឋមន្ត្រីហ៊ុន សែនដែលជាអ្នកមានសិទ្ធិធ្វើឲ្យមានការលើកលែងទោស ពីព្រះមហាក្សត្រ។

ទោះជាយ៉ាងណាក៏ដោយលោក សម រង្ស៉ីបានចាត់ទុកថាការបញ្ចប់អភ័យឯក សិទ្ធិសភារបស់លោកឬ បណ្តេញតំណាងរាស្ត្រដោយសាររឿងព្រំដែននេះគឺជារឿងខុសច្បាប់ធ្ងន់ ធ្ងរដែល ពលរដ្ឋបានបោះឆ្នោតឲ្យ។ លោក សម រង្ស៉ីចាត់ទុកថាជាដំណាក់កាលធ្ងន់ធ្ងរដែលនឹងត្រូវមានប្រតិកម្ម ខ្លាំងពីសហគមន៍អន្តរជាតិហើយគណបក្សរបស់លោកនឹងកាន់តែរឹងមាំ។

«រដ្ឋាភិបាលសព្វថ្ងៃគណបក្សប្រជាជនឃើញថាចេញក្រឡាសារ ជាមនុស្សអត់ យល់ច្បាប់ អត់យល់គោលការណ៍ប្រជាធិបតេយ្យ ជាន់ឈ្លីរដ្ឋធម្មនុញ្ញ ដែលជា ច្បាប់កំពូលនៃប្រទេសជាតិ។ វាចូលដល់ដំណាក់កាលហ្នឹងខ្ញុំជឿថានឹងមាន ប្រតិកម្មខ្លាំង ដូចកាលគេដេញខ្ញុំចេញពីរដ្ឋសភាកាលពីឆ្នាំ១៩៩៥ ទីបញ្ចប់ខ្ញុំវិល ទៅរដ្ឋសភាដដែល ហើយវិលទៅខ្លាំងជាងមុនទៀត។ ដេញម្នាក់ចូលទៅវិញ ១៥នាក់។ លើកនេះដេញម្នាក់ចូលទៅវិញ៥០នាក់។ ខ្ញុំជឿជាក់ថានៅឆ្នាំ២០១៣ នេះគឺនឹងមានការប្រែប្រួល ហើយគណបក្សសម រង្ស៉ីគឺកាន់តែខ្លាំងឡើងថែមទៀតបាទ»។

លោក ថ្លែងពីកំណើននៃសំឡេងឆ្នោតដែលគណបក្សលោកបានទទួលអាសនៈក្នុងរដ្ឋ សភា។ សមាជិកសភាគណបក្សសម រង្ស៉ីមានចំនួន២៦រូប ក្នុងរដ្ឋសភា ក្រោយការបោះឆ្នោតឆ្នាំ២០០៨ ដែលគេចាត់ទុកថាជាដៃគូប្រជែងផ្នែកនយោ បាយដ៏សំខាន់របស់គណបក្សប្រជាជនកម្ពុជារបស់លោកនាយករដ្ឋមន្ត្រី ហ៊ុន សែនទទួលបានចំនួន៩០អាសនៈ ក្នុងចំណោមអាសនៈសរុបចំនួន១២៣។

ប្រតិកម្មដោយផ្ទុះសំណើចតិចៗចំពោះអត្ថាធិប្បាយរបស់លោក សម រង្ស៉ី លោក ជៀម យាបអ្នក តំណាងរាស្ត្រគណបក្សប្រជាជនកម្ពុជា និងជាគណបក្សគ្រប់ គ្រងប្រទេសបានអះអាងថាអ្វីដែលសភាបានបញ្ចប់បុព្វសិទ្ធិ តំណាងរាស្រ្តរបស់លោក សម រង្ស៉ីគឺជាការធ្វើទៅតាមច្បាប់ មិនមែនបារម្ភពីប្រជាប្រិយ៍ភាពគណបក្ស សម រង្ស៉ីទេ។

ដោយមានប្រតិកម្មពីសហគមន៍អន្តរជាតិមិនធ្ងន់ធ្ងរនៅឡើយទាក់ទង ករណីក្តីក្តាំមេដឹកនាំគណបក្សជំទាស់លោកសម រង្ស៉ី ដែលឈានដល់ការបញ្ចប់ បុព្វសិទ្ធិ សភានេះ បានបង្កឱ្យមានក្តីព្រួយបារម្ភយ៉ាងខ្លាំងពីក្រុមអ្នកវិភាគនិង អ្នកឃ្លាំមើលនយោបាយក្នុងប្រទេសកម្ពុជាជាពិសេស វត្តមានរបស់លោក សម រង្ស៉ីដែល មានកម្លាំងប្រហាក់ប្រហែលអាចប្រកួតប្រជែងជាមួយនឹងគណបក្សប្រជាជន កម្ពុជារបស់លោកនាយករដ្ឋមន្ត្រីហ៊ុន សែនក្នុងការបោះឆ្នោតជ្រើសរើសក្រុមប្រឹក្សាឃុំ-សង្កាត់ នៅឆ្នាំ២០១២ និង ការបោះឆ្នោតជាសកលនៅឆ្នាំ២០១៣។ តាមច្បាប់បោះឆ្នោតជនដែលមានពិរុទ្ធភាពដូចលោក សម រង្ស៉ីពេលនេះពុំអាចចូលរួមឈរឈ្មោះឲ្យគេបោះឆ្នោតបានទេ៕

អ្នកនាំពាក្យគណបក្ស សម រង្ស៊ី លោក យឹម សុវណ្ណ បានមានប្រសាសន៍កាលពីថ្ងៃពុធ ខែមិថុនានេះ ថា អ្នកតំណាងរាស្ត្រយ៉ាងតិចចំនួន ១៦រូបនេះ នឹងបន្តគម្រោងដំណើរពិនិត្យការបោះបង្គោលនៅថ្ងៃព្រហស្បតិ៍នេះដដែល បើទោះបីគ្មានការអនុញ្ញាតពីលោក ហេង សំរិន ក៏ដោយ។
យោងតាមលិខិតអគ្គលេខាធិការរដ្ឋសភា លោក ឡេង ប៉េងឡុង ដែលចេញនៅថ្ងៃ១ ខែមិថុនា ផ្ញើជូនអ្នកតំណាងរាស្ត្រ គណបក្ស សម រង្ស៊ី ទាំង ១៦រូប បានបញ្ជាក់ថា ប្រធានរដ្ឋសភា លោក ហេង សំរិន មិនអនុញ្ញាត និងមិនទទួលខុសត្រូវចំពោះសំណើរបស់អ្នកតំណាងរាស្ត្រគណបក្ស សម រង្ស៊ី ដើម្បីទៅពិនិត្យមើលដំណើរការបោះបង្គោលព្រំដែនកម្ពុជាវៀតណាមទេ។

លោក ឡេង ប៉េងឡុង មិនបានបញ្ជាក់ពីមូលហេតុច្បាស់លាស់អំពីការបដិសេធមិនឲ្យអ្នកតំណាង រាស្ត្រ សម រង្ស៊ី ដើម្បីបំពេញបេសកកម្មនេះឡើយ ប៉ុន្តែលោកបានស្នើឲ្យអ្នកតំណាងរាស្ត្រ ធ្វើជាសំណើទៅកាន់រដ្ឋាភិបាល ដើម្បីឲ្យរដ្ឋាភិបាលឆ្លើយបំភ្លឺទៅលើផែនទីព្រំដែន ដែលមានកំណត់ទុកនៅអង្គការសហប្រជាជាតិ។

កាលពីថ្ងៃទី៣១ ខែឧសភា តំណាងរាស្ត្រទាំង ១៦រូប បានស្នើសុំឲ្យលោក ហេង សំរិន ចាត់វិធានការការពារសន្តិសុខ និងសុវត្ថិភាព ក្នុងដំណើរទៅពិនិត្យការបោះបង្គោលព្រំដែនកម្ពុជាវៀតណាមលេខ២៧០។

អ្នកតំណាងរាស្ត្រគណបក្សប្រជាជនកម្ពុជា និងជាសមាជិកអចិន្ត្រៃយ៍នៃរដ្ឋសភា លោក ជាម យៀប បានមានប្រសាសន៍ថា ប្រធានសភាមិនអនុញ្ញាតឲ្យតំណាងរាស្ត្រមកពីគណបក្ស សម រង្ស៊ី ទៅពិនិត្យមើលការបោះបង្គោលព្រំដែន ដោយសារគណបក្ស សម រង្ស៊ី ធ្លាប់បានធ្វើឲ្យខូចកិត្តិយសរដ្ឋាភិបាល ដោយបានដកបង្គោលព្រំដែនបណ្ដោះអាសន្នរវាងកម្ពុជា និងវៀតណាម នៅខេត្តស្វាយរៀងកន្លងមក។

លោក ជាម យៀប បានបដិសេធថា ការមិនអនុញ្ញាតឲ្យអ្នកតំណាងរាស្ត្រទៅពិនិត្យមើលការបោះបង្គោល ព្រំដែននោះ ជាការរឹតត្បិតសិទ្ធិអ្នកតំណាងរាស្ត្រទេ។ លោកក៏បានព្រមានផងដែរនូវលទ្ធភាពដែលអាចមានអំពើហិង្សាកើតឡើង រវាងអ្នកគាំទ្រគណបក្ស ប្រជាជនកម្ពុជា និងគណបក្សប្រឆាំង ក្នុងដំណើររបស់អ្នកតំណាងរាស្ត្រនេះ។

លោក យឹម សុវណ្ណ បន្ថែមថា លោកមិនរំពឹងថា នឹងមានការតវ៉ាពីសំណាក់ប្រជាពលរដ្ឋឡើយ ចំពោះដំណើររបស់អ្នកតំណាងរាស្ត្រគណបក្ស សម រង្ស៊ី។

នាយកអង្គការគណៈកម្មការដើម្បីការបោះឆ្នោតដោយសេរី និងយុត្តិធម៌នៅកម្ពុជា លោក គល់ បញ្ញា បានមានប្រសាសន៍ថា នៅក្នុងអាណត្តិរដ្ឋាភិបាលនេះ អភ័យឯកសិទ្ធិរបស់អ្នកតំណាងរាស្ត្រត្រូវបានរំលោភបំពានពីសំណាក់ អាជ្ញាធរ និងរដ្ឋាភិបាល។

Student gives voice to Cambodian melodic chants

In Cambodia, the music of smot, or dharma songs, is most often heard at funerals and only rarely is it performed live.

The ancient melodic chanting was one of the many oral traditions passed from master to student that was very nearly extinguished during the Khmer Rouge reign of the late 1970s.

Trent Walker, a student at Stanford University believed to be the only Westerner to train with Cambodian masters in the form, will help ring in the Cambodian New Year when he performs and discusses the art in the fourth installment of the Khmer Arts Salon Series in Long Beach.

And if you take anything away from the show, Walker would like it to be an understanding that smot isn't just funereal.

"I plan to show how it can be used to convey a broad emotional range," said Walker. "The gift or magic of it comes in its emotional expressiveness."

Walker says in addition to funerals, smot can be chanted at ceremonies of giving, healing and the consecration of religious images.

As an art form, smot is a complex and demanding way of melodically reciting Khmer and Pali literature that came out of the Buddhist temples. However, whereas the chanting of monks is typically monotone, smot songs require melodic dexterity, vibrato and range.

Walker began studying smot chanting in 2005 in Kompong Speu, Cambodia, under the tutelage of achar Prum Ut, one of the most renowned, revered and accomplished chanters in Cambodia. Walker also

studied under neak kru Koet Ran and Royal University of Fine Arts professor Yan Borin.
The student, who is also one of just a few doing academic work in the field, comes to smot from a musical perspective as a jazz trumpeter, composer and Chinese erhu player.

He continues to study Pali, Sanskrit and Buddhist texts and has translated many Khmer smot chants into English.

Through his work with Cambodian Living Arts, a project of World Education, Walker has digitally archived more than 400 smot chants.

The Khmer Arts Academy Salon Series consists of performance/lectures on the third Saturday of each month that focus on Southern and Southeastern Asian art forms. Past performances have featured Cambodian dance and Balinese puppetry, and classical Indian music is scheduled in May.

The series is curated by Prumsodun Ok, a dancer, filmmaker and teacher at the Khmer Arts Academy.

On Saturday, in addition to performing chants, Walker will talk about the history and background of smot and there will be a discussion session.

At a time when tribunals are being held in Cambodia to prosecute surviving leaders of the Khmer Rouge regime, Walker's performance is a reminder of something that was almost lost and reinforces the importance of keeping traditions and stories alive.

By sharing his art, Walker says, he hopes to do that.

"Each of us has our own story to share and stories in our religious traditions that touch our hearts," he says. "I will be sharing that. It is my wish and (my teachers') wish that this tradition be shared with the world."

Walker says he hopes it will "inspire (others) to tell their own stories."

Cambodia Ready To Join Asean-Proposed Meetings On Border Conflict With Thailand

PHNOM PENH, March 14 (Bernama) -- Cambodian Prime Minister Hun Sen said Monday Cambodia is already prepared itself for the Asean- proposed meetings on March 24 on Cambodia-Thailand border conflict near the 11th century Preah Vihear temple, Xinhua news agency reported.

"Cambodia has already prepared to depart for Cambodia-Thai General Border Committee and Joint Border Committee on Demarcation for Land Boundary in Bogor, Indonesia on March 24-25 under the presence of Asean chair," he said during a graduation ceremony for students at the Royal University of Law and Economics. "Now we are waiting Thai side's confirmation of participation."

Hun Sen repeated that Asean chair has to join in the opening ceremony of the meetings, and after Cambodia and Thailand discuss, the two sides have to report to Asean chair about the results.

"And if any agreement needs to be signed between Cambodia and Thailand during the meetings, Cambodia will ask the third party ( Asean chair) to sign together," he said.

Cambodia's General Border Committee will be lead by Defence Minister Tea Banh and the Joint Border Committee will be lead by Var Kimhong, its the president.

Meanwhile, the premier said that so far, the tension between Cambodian and Thai troops over the border dispute is rather calm and troops from the two sides even played volleyballs together over the weekend.

"However, it's still fragile, I hope that both sides will continue to exercise their most restraints," he said.

The premier announced that Cambodia will no longer allow Thai troops to come to worship at Wat Keo Sekha Kiri Svarak pagoda next to Preah Vihear temple.

The International Court of Justice ruled in 1962 that the Temple of Preah Vihear belonged to Cambodia; however, the row over the 4.6-square-km territory around the temple has never been resolved.

Conflict occurred just a week after Preah Vihear temple was enlisted as World Heritage Site on July 7, 2008, since then both sides have built up military forces along the border, and periodic clashes happened, resulted in deaths of troops on both sides.

The latest clashes on Feb 4-7, unleashed a barrage of artillery shells on both sides of the border, had killed and wounded many soldiers and citizens of both sides, and caused tens of thousands of the two countries' villagers nearby the disputed areas fleeing for safe shelters.
